Why Texas Nurses Think They Have to Go to California

Here’s where the confusion starts: California uses a fingerprinting system called Live Scan, which electronically transmits fingerprints directly to the California Department of Justice (DOJ). Most Live Scan locations are inside California, and the California BRN (Board of Registered Nursing) cannot receive electronic Live Scan transmissions from outside the state.

So nurses Google “California nursing license fingerprinting,” see Live Scan everywhere, and assume they have to physically be in California to get it done.

That assumption costs some nurses hundreds of dollars in flights and hotels — and it’s completely unnecessary.

Here’s what the California BRN actually says for out-of-state applicants:

If you are outside of California, you may use the manual fingerprint (hard card) method using an FD-258 fingerprint card. You do not need to use Live Scan.

That’s it. You get fingerprinted on an FD-258 card right here in Texas, mail it to the BRN in Sacramento, and you’re done. No flights. No California trips.


What Is the FD-258 Card and Why Does California Accept It?

The FD-258 is the standard FBI-approved fingerprint card used for federal and state background checks across the country. It’s the same card used for FBI background checks, out-of-state licensing, and dozens of other purposes.

When you submit your FD-258 to the California BRN, they forward it to the California Department of Justice and the FBI, who run your criminal history check and report the results back to the BRN. It’s the same background check — just processed from a physical card instead of an electronic transmission.

What the BRN requires on your FD-258:

  • Your full legal name (exactly as it appears on your application)
  • Date of birth
  • Social Security Number
  • Current address
  • Reason for fingerprinting (California BRN / nursing license)
  • The card must not be folded
  • All fields must be fully completed — no blanks

One missed field or one error in your biographical information is enough to get the card rejected and your application placed on hold.


The Real Reason Your Fingerprints Were Rejected

1. Smudged or unclear impressions This is the most common reason. Traditional ink rolling done by someone without proper training produces uneven pressure, smearing, and rolled prints that don’t capture the full ridge detail. The California DOJ scans these cards into their system — blurry prints won’t process.

2. Biographical information errors The BRN, DOJ, and FBI all match fingerprint results to your application using your first name, last name, date of birth, and Social Security number. A transposed digit, a nickname instead of a legal name, or a hyphenated name formatted incorrectly will create an “unmatched record” — and your license goes on hold until it’s corrected.

3. Incomplete card fields Every box on the FD-258 must be filled in. If a field is left blank — even something that seems minor — the card can be rejected or held before it even gets processed.

4. The card arrived damaged or folded The BRN will not process a folded or physically damaged card. If it gets bent in the mail, you’re starting over.

Step 2: Request your FD-258 card from the BRN Once your application is in, request a fingerprint card from the BRN using the BRN Fingerprint Request Form on their website.
